Deputy Prime Minister Strengthened Investment and Development Partnerships During the Maldives Visit
The Deputy Prime Minister and Minister for Finance and Economic Development of Tuvalu, Hon. Panapasi Nelesone, participated in the Island Investment Forum in the Maldives, which brought together Small Island Developing States (SIDS), investors, financial institutions and development partners to explore investment opportunities and strengthen partnerships that support sustainable development in island economies.
The Forum provided an important platform for SIDS to showcase investment opportunities, exchange experiences and engage directly with potential investors on areas including infrastructure, renewable energy, fisheries, tourism, digital development, climate resilience and other sectors critical to the future of island economies.
The Forum was held as part of the arrangements arising from the Antigua and Barbuda Agenda for SIDS (ABAS), which seeks to strengthen international cooperation and partnerships in support of the sustainable development priorities of SIDS.
Strengthening Bilateral Engagement with Maldives
As part of the visit, the Deputy Prime Minister held a series of bilateral engagements with senior Maldivian officials, providing an opportunity to exchange experiences and explore areas of mutual interest between the two small island nations.
The Deputy Prime Minister met with the Minister of Infrastructure, Housing and Urban Development, where discussions covered infrastructure development, housing and the challenges of delivering essential public infrastructure in geographically dispersed island environments.
He also met with the State Minister of Climate Change, Environment and Energy, where discussions highlighted the importance of climate resilience, sustainable development and the transition towards cleaner and more reliable energy systems for island countries.
The Deputy Prime Minister also had a productive meeting with the State Minister of Fisheries, which provided an opportunity to exchange experiences on fisheries development, value addition and opportunities to strengthen the economic benefits derived from marine resources.
The fisheries engagement included a tour of a fish processing islet, where the delegation observed first-hand the facilities and operations supporting the processing and value-adding of fisheries products. The visit provided useful insights into how fisheries infrastructure, processing facilities and supporting services could contribute to greater value capture within island economies.
Given the central importance of fisheries to Tuvalu’s economy and revenue base, the engagement was particularly relevant and provided an opportunity for Tuvalu to learn from the Maldives’ experience in developing fisheries-related activities while considering opportunities that could be adapted to Tuvalu’s own circumstances.
A particularly valuable engagement was the Deputy Prime Minister’s meeting with the State Minister of Civil Aviation and Tourism, which included a site visit to the operational area for seaplane services.

The visit provided the delegation with a valuable opportunity to observe first-hand how seaplane operations were integrated into the Maldives’ tourism and domestic connectivity system. Given Tuvalu’s own geographic characteristics and the importance of reliable inter-island connectivity, the engagement offered practical insights into the potential role of innovative aviation and transport solutions in supporting island communities, tourism and economic activity.
The Deputy Prime Minister noted the value of learning from the Maldives’ experience in developing connectivity solutions suited to a country made up of dispersed islands, while recognising that any application to Tuvalu would need to reflect Tuvalu’s own geographic, economic and operational circumstances.
Opportunities for Greater Cooperation
The engagements reinforced the common opportunities and challenges faced by SIDS. Both Tuvalu and Maldives are highly dependent on effective connectivity, resilient infrastructure, sustainable tourism, fisheries and climate-responsive development, while operating within the constraints of small domestic markets and geographic isolation.
The Tuvalu delegation accompanying the Deputy Prime Minister included the Secretary of Finance and Tuvalu’s Permanent Representative to the United Nations, reflecting the Government’s efforts to connect its economic, development and international engagement priorities.
The Government of Tuvalu welcomed the opportunity to engage with the Government of Maldives and other SIDS partners. We look forward to building on the discussions and exchanges from the visit, focusing on translating ideas and experiences into practical areas of cooperation and investment.
